What this means, is that the lining is thin and fragile and will most likely peel off. 
When/if this happens you can go ahead and peel the lining layer off completely. It will just leave the inner heel part a raw leather, which a lot of shoes without lining will have.
The imperfection is only at the lining and will not affect the rest of the shoe.
